How to Get ACS (Australian Computer Society) Skill Assessment for migration purposes (Non residents)

If you are a computer professional planning to settle in Australia, the first thing you have to do is to get your skills assessed from ACS. During this post I have explained the important facts for skills assessment and it is much focused for a Sri Lankan Software engineering professional with good academic qualifications.

First of all, if you need to migrate to Australia, make sure to plan everything at least one and half years ahead. Don’t expect to submit the documents today and migrate tomorrow. It is a time consuming process and YOU HAVE TO PLAN.

What you need?

1. You need sound educational background (Four year Bachelors degree or MSc holder)
2. Four Five years of work experience
3. Service Letters covering four years of your work experience
4. passport or birth certificate translation
5. Resume

Where to start?

As you may already know, the best place to start is from the ACS web site. I.e. http://www.acs.org.au. If you are not sure whether you will find all the information there, just visit some “migration agents” and pretend that you have the real need and they are your only hope! (you know how to do it). But believe me; you will be only wasting your time and money. You will be able to listen so many things, but nothing important.

Determine your “Group”

OK..., now you are back... At the ACS web site, go to the “Non Residents->Skills Assessment” section. Here you will find all the information you need. My suggestion is to first go through the “Guidelines” and find out whether you are in a suitable “Group” for the visa purposes. Download both “Previous Guidelines” and “Current Guidelines” pdf files. From these “Guideline” pdf file you will be able to determine your group. All the applications received by ACS will be grouped depending on the applicants qualifications.

e.g. If you passed out from University of Moratuwa, Engineering Faculty, Computer Department, then you are definitely in Group A. Same applies for IT Faculty graduates of University of Moratuwa, University of Peradeniya, University of Ruhuna, Colombo University computer (special) graduates and SLIIT graduates.

What is RPL?

This is another group which is for “potentially suitable” applicants. I.e. professionals who have at least six years of experience but with limited or no qualifications.
Throughout this post, I will discuss about a “Group A” applicant, as this is the group which I have experienced about.

ASCO Code (Now ANZSCO)

The next step is to find out your ASCO Code. This code is very important when you are applying for the Visa. For ACS, you must nominate your ACS code, unless you are a recent graduate. Now if you have a look at the “Current Guidelines” pdf file, you will find a set of ASCO codes, but if you are a programmer, you will not included in to any of the category other than 2231-79
I.e. the professionals of designation code “software engineer”, “senior software engineer”, “tech lead” and “team lead” will fall in to this category. As you may have noted 2231-79 is a general classification. You have to mention your specialisation with in brackets. I.e. 2231-79 (C#), when filling the ACS application.

e.g. If you are a Dot Net developer working with C# on either Windows or Web Applications, then your ASCO code will be 2231-79 (C#). If you are Java developer then your code will be 2231-79 (Java)

Migration Occupation in Demand List (MODL)

In addition to assessing your skills, ACS will also assess your suitability for MODL. Note that this suitability is also measured through your Service Letter. So the service letter should be really strong. If you got this MODL identification, then you will get extra 15 marks in VISA application process. You don’t need to specifically ask for this. They will do it as you are applying under 2231-79 (Specialization) category.


Your documents

1. Passport or birth certificate

If you have a passport get a photo copy of Page 2 (the page which has your personal particulars with your photo) and Page 3 (passport has page number, look at the right hand bottom corner)

If you don’t have a passport, get a translation of your birth certificate. This has to be done by a professional “sworn translator”. You can easily find a one near a “Court”. There are plenty at “Maradana” near the high court. You should be very careful in this, check whether all the identification numbers in your original birth certificate gets in to the translated copy. I recommend you to be there until the “sworn translator” finishes his work and help him on check spelling; most importantly make sure your name is correctly typed. Cross check the number of entries in the original and the translation are same. I.e. if there are 15 entries in the original, the translation should also consist of 15 entries.

2. Academic Qualifications

You should have the original “Degree Certificate” and the “Academic Transcript” (which contains results of entire academic period).

3. Vender Qualifications

These are for Group B applicants. But even if you are in Group A, if you have completed any certifications (MCP/MCSD/MCAD/JCP...), I suggest you to get these documents also ready.

4. Employer Reference

This is what is known as “Service Letter”. You should have service letters covering five years altogether. This should be a very detailed service letter. It should include all the projects you were doing during the period you stay.
E.g.
Project X
Project X was done for ABC Limited to address a wider customer base on internet. Mr A was responsible for completing this and that...This is currently deployed www.abcdefghi.com Mr A worked on ASP.Net 2.0, SQL Server 2005, Javascript, HTML, AJAX technologies during this project.

Don’t worry about the length of the service letter. A 3-4 pages service letter will looks handy, this actually depends on the period you worked in the company. Some of my friends had about 6-8 page lengthy service letters.

Most important thing in the service letter is that, it should mention that you were a “full time permanent employee of ABC Limited ”. It should also contain the date you joined, date you left the company and your designation etc in a company letter head.
You should also get your Promotion Letters ready. These things clearly shows your career development and the person assessing will not have doubts on your claiming qualifications then. In fact these letters will be required when filling the application form.

5. Resume

You should prepare a good professional Resume. Make sure it is not contradicting with your Service Letters. :)

6. Certified Copies

Next step is to get certified copies of all the above documents (except Resume). Get two photo copies of each of the above documents and get them certified from a Lawyer. Even though you will need only one copy, the other will be useful when you are applying for the VISA. The photo copies should be very clear and most importantly the entire header and the footer of the original document must be clearly visible in the photo copy. The person who certify will usually put two seals on each document, i.e. a “True Copy” seal and the Lawyer’s seal. Ask him to specifically use English seal.

Filling the application

Now you need to download the application form from the ACS web site. There are two versions, pdf file and the MS word file. Best way is to download the Word file and fill it and then get a print out. Almost all the entries in the application are self explanatory. If you read this post so far, you will not find any hassle in filling that.

Fill the ASCO code, Personal Details (Surname, Given Name etc), probably nothing in the Agent section as you are doing this by your own, email, put a tick if you don’t need to contacted via Email (Don’t tick on this), payment amount will be whatever the amount that is required for “Skill Assessment” (credit card will be the easiest), then your education qualification (keep in mind that this section is for “tertiary education”, i.e. your degree/Msc and any certification you have obtained, Not O/L & A/L) and the next section is your career history. Here you will need all your promotion letters to prove your career. Now get a print out of this application.

Sending the Application Form

Now everything is ready. Double check the Application form and the Certified Copies. Never send the Original documents to ACS. You will not get them back. At the end of the assessment you will only receive one letter which mentions whether they accept you or not. Nothing else back.

Best way is to send the application through a courier service like DHL. Their office is at “Union Place”. You can find it easily. If you send the form in the normal post, it will take near 10 days for ACS to receive and normally it takes another 3-4 days to start the processing. If you send it through a courier service, you application will be delivered within 2 (max 3) days. But it will cost you little bit. If you are not in a hurry, use the normal air mail.

After sending the application

When they receive the application, the first thing they will be doing is taking the money. After that they will start processing. You will receive an email from ACS saying that they got the application and they will send you a URL with an Application No and password. Through this link you can view the status of your application. But this high tech status monitoring system have only four statuses. Initially it will “to be allocated” then “In progress” then “Assessment Complete” and finally “case finalysed”. So don’t waste your time by checking the application status daily. They will take entire or at least near three months for processing.

Hi Hafiz,

1. If you are applying through old way (i.e. by sending your documents on post), then you have to provide your credit card details/bank draft @ the point of application. Same will apply even if you apply online.
2. Service letter should contain following.
a. Duration of your employment (make this clear so tht assessor dont have to look all over the letter to find out your employment period)
b. State clearly that you were a permanent employee.
c. Mention your position (or position history),
Tech Lead - 2008 to 2009
Senior software Eng. - 2007-2008
etc..
d. Then mention all the projects you have done and your role in them, with durations.
e. Better if you can also have an elegent recommendation by the company.

3. Experience during bachelors will be a tough one. 'cos u have to prove tht experience is full time, but when u try to prove that, question arise, how u get full time experience while following a full time academic course?

1.Can i leave the ASCO code "Blank"
and let the ACS assessor decide for the ASCO code based on my qualification?

1. Yes, you can leave the ASCO code blank. But it is better you put what u think appropriate there. You need to find out the correct ASCO code and make sure your resume, Employer reference supports evidence for that.

2. it will take near 3-5 Days and you will get a tracking code from the verndor (e.g. DHL) and you can track where your documents are (e.g. Shiping, @ Customs, etc)

1. When u courier it will take near 3-5 days for them to receive.

1. There is no such resume format. But make sure that your resume is not contradicting with the "Employer reference" and your ASCO code. Make the resume in such a way that it is easy for the assessor.

2. You need to prove four years of full time, permanent experience. For that you need provide employer reference letters.

Hi Prashant,

1. Evaluation is purely based on the documents you submitted (CV, Employer reference, educational qualifications) and their genuineness. If they found them contradicting (E.g. Employer reference and your CV), then they will investigate.
2. They will not ask any sample project work to prove yourself. But if your documents are not consistent and if they feel there is something wrong, you will be disqualified.

really sorry for the very late reply. Well, about the business address and the campus address, i read new guidelines, but i couldn't find anything on the difference. What i think is, if your university doesn't provide such 2 addresses, then use the campus address for the both fields.

I have complete Advance Diploma in IT in year 2005 and BSC-IT in July-2008 and i have 6+ pre-experiace in IT. I am working from since 2005 in .net techlogoies and SAP SD MM,ABAP module I know SAP and .net technologies in MODL list.

Before BSC-IT experiance is valid BY ACS. and can i need separate SAP certification for SAP which not in my Bsc-IT syllabus.

I have applied for ACS, up to 11th Jun it was showing "In Process" and now its show "Awaiting Documents". I got an email from ACS, stating I need to provide RPL to them.
Below is the text from ACS:
"After reviewing your application, it would appear that you will not meet the education criteria for assessment. With this in mind, I would like to provide you with the opportunity to change your assessment to an PASA RPL Application."

Can you tell me what is PASA RPL?

It seems ACS has not recognized your education qualifications. Now you have to be very careful. But dont be panic. You can do it.

PASA is "Pre-Application Skills Assessment process is the process by which the ACS determines that a person fulfils the skill requirements specified in this document for migration purposes" - Extracted from "PASAGuidelinesforApplicants.doc" from the ACS web site.


ACS normally require 4 years of experience after getting the academic qualifications.
RPL (Recognition of Prior Learning) for individuals those who have worked as IT professional before acquiring academic qualifications.
Please get PASAGuidelinesforApplicants.doc and read from page 25. Read at least 3-4 times. You will have to submit 2 project reports, empasis on what you learned rather than what you have done. Dont rush, do it properly.

First you have decide whether to apply as .Net professional or SAP professional. My suggestion is to apply as a .Net profession as that is the area you are most experienced with. As you have got your academic qualification in 2008, you will have to go throgh RPL process.

Your blog is helping me a lot in preparing for ACS doc submission. I have few questions.Can you please advise me on this?
1.)I am going to get a reference letter from my previous employer. So the reference letter date should be when I was released from there or today’s date?
For example, I worked there April 2000 to March 2004. I have received a reference letter and releasing letter from them dated 31st march 2004. Since my reference letter is very brief, I asked for new reference letter. So now what should be the date for this reference letter?
2.) Is it compulsory to submit 2 reference letters from each employer? One from company and another from senior colleague?
3.) I am BSC.computer Science Graduate from India and I joined for MCA through IGNOU. I completed my MCA studies (3 yrs) but unfortunately I could not appear for last year exams. So I am not a post graduate. But I have received a post graduate diploma in computer science since I have passes all exams till 2nd year.
My career experience starts after my BSc graduation. How can I mention these details now? Is there any issue if I mention, I have done Post graduate diploma through distance learning (IGNOU)?

1. If I nominate an occupation and the if ACS thinks that it would not the best occupation for me.. would they reject it OR would they nominate a new occupation that is more suitable for my qualifications?
2. When sending certified copies by regular post (after applying online), how do we organize the documents? Did you make a file? Or you just send them as pile of documents?

Sorry for the late reply. I had several things to catch up in the new ACS skill assessment changes.

My suggestions for you are as below.

1. Normally reference letters are issued on your request by the company. As per your example it would be better if you can get your letter with a date of 2004 April, May or June. But i don’t think this will be a problem even if you get with a later date.

2. You have to provide reference letters which covers 5 years of employment as per the new ammendments

3. If you have got a bachelors degree and 5 years experience (as per the new revision 2010-July) then you can apply. You don’t need postgraduate qualifications (skill level 1, Check http://acs.org.au/index.cfm?action=show&conID=skillassessment and click on " Australian and New Zealand Standard Classification of Occupations (ANZSCO) " to download the pdf)

4. No problem in adding CCNA/MCSC in your resume.

5. For IELTS you can do any. I did Academic.

2. As i remember, i didn't make a file. I just made an index paper and wrote the index number of the document.

and on the relevent documents, wrote the index number.

Never send originals. You will not get back any of the documents u send.

According to PASA Guidelines,
Work Experience for Group A is 2 Years (If Qualification highly related with nominated Occupation)

And
Work Experience for Group A is 4 Years (If Qualification not highly related with nominated Occupation)

As I felt 5 years working experince is needed for the group B. (Diploma criteria)

I'm with some difficulty and Could you plase clarify this....

Sorry i didnt notice that part.
Answer is NO, they will not reject. They will nominate. But if they nominate an occupation which is not in "on demand list", then it may be a problem when you are applying visa (i.e. for total marks). So make sure you get what you want. And give enough evidence to them on your resume, employer reference, and on any other certifications that you have done.

you will be evaluated only for one code. Dont put several codes.

If you leave it blank, ACS will nominate a code for you. But it is always better that you take the control.

I haven't gone through 263112 ANZSCO code before. But according to the information you have provided it seems that code matches to you.
Make sure to provide supporting documents to match to the ANZSCO code you are proposing. I.e. your CV, employer references should provide sufficient evidences on the ANZSCO code you are proposing.

I am sorry, I write wrong code. Correct ANZSCO code is 261112 - Systems Analyst.
I have mix experience. ie Network administration, project management, system administration and database administration. The JD of System Analyst in Australian Bureau of Statics seems that only programmer background person can fall on system analyst JD. This is my assumption. What is your opinion? But I am sure that I can justify 65% of that JD through my service letter and CV.

System analyst is much similar to an System Architecture position. So that you need experience is system analysys, archtectural design etc.

Also keep in mind, the ANZSCO code doesnt have any impact when you are trying to find a job in Australia. It is just for the immigration purpose.

I dont have experience in RPL process.

If you have completed PG degree in IT and have 4yrs of experience, then you can apply through Group A. As you have mentioned abt PG Diploma, my understanding is that you have to go through RPL.

But I am in a little more confused situation. I going to explain you.

I heard that after graduation I need to have four years of experience.
I have experience as programer .Net 6 years. (From 2002 until today 2010).
I started to study a technician in systems programming in 2000 but I left the course(only I made 5 of 6 semesters). After that I started to study at the University in 2005(part-time I mean I was working on the day and studing on the evening) and the University validated some subjects that I had done on the technician. then I finish de university and I graduated in May 2009. In this moment I have a year and a half of experience after the graduation of the University. Could I apply for ACS or I have to apply to an PASA RPL? and if I apply to an PASA RPL I have to send my certificate of the U?

Although i dont have experience with RPL application process, i noticed following in the PASA guidelines document of ACS.

"It is recognised that some applicants may have spent a considerable length of time in professional-level ICT employment without having acquired a formal qualification equivalent to an Australian Degree or Diploma. With your help I almost finish to arrange ACS Required documents. One question I left to ask you.
I have 6 years IT Experience in single organization. I was appointed in Jr. position and after 4 years I was promoted in Sr. position. For ACS I ask my employeer for detail service letter, they give me detail service letter but mention my current position only.
In ACS form, I found that they ask u to all position mention. If I mention previous position and current both then I taught they ask me to give service letter which mention my previous positions.
Is it true they ask service letter include past positions or it is only to write in ASC application form.

In my application, i too mentioned the previous positions which i hold (i worked in the same company for near 5 yrs). But i didnt include service letters for each positon. It is not required. If you have any promotion letters, attach certified copies of them to the application. Even if you dont have, i dont think it will be a problem.

1. You need a full descriptive service letter rather than a normal job description of a SE. Then it is easier for them to assess. If ther service letter is doubtful, then they will reject it.

2. You dont need to write all the educational information. It is about your bachealor/master degree information. You have to fill it.

It seems like the MODL doesn't exist anymore (since July 2010). But in the last edition of the Booklet available there is still a reference to points given for "Specific employmeent".
Is it a different thing?
It seems to me that to get 10 points as an ICT folk, you just need to have worked in the nominated occupation for at least 3 of the 4 years immediatly before applying. Which is pretty simple, right?

Send the full transcript, i.e. the document which had all the subjects you have studied and the grade you obtained.

I worked 6 years continuosly and the I stopped for 2 years and then I starded again for 2 years.

I can prove my experience with a letterhead from my former boss, I have payslip too, and then I can show the tax return for all 8 years.

I also have a similar query as Dhivya. I have BSc Comp.Sci degree (3yrs) from Madras University, Chennai, India. I am now nearly 10.5yrs experienced. I have had series of role changes(promotions) from s/w engineer, senior s/w engineer, expert engineer, tech lead & project lead in Alcatel-Lucent India LTD. Currently am with Ericsson India as Proj coordinator.
1) I just have promotion letters, joining letter, final experience letter from Alcatel as Proj lead with 9yrs exp & date of joing & date of relieval. Is it enough if I produce these letters or do I have to get seperate service letters for each roles?
2) it may b difficult to get service letter from current employer. in this case, what should i do? or is it just enough if I produce letter from prev employer as my exp is 9yrs with Alcatel already?

1. You do not need service letters for each promotion. If you can get one service letter with necessary details that will be sufficient. You can include your promotion details in it and you can submit copies of your promotions along with it.

2. Service letters are required to prove your experience. if u have any issues in getting them, there are some provisions provided. please go through section 1.3 in PASAGuidelinesforApplicants.doc from the ACS web site. You have to provide a statutory declaration.

2. If you are applying for immigration then you need to prove 5 yrs exp. As you have get your degree in 2006, you will be completing 5yrs in 2011. If you are not in a hurry, if your age is OK for VISA even in 2011, then wait untill you get enough experience. It is the easy way. Otherwise you will have to go through RPL.

Hi bhagya,
Your UOC degree is enough to apply under Group A. Normally the professional work experience is counted after the education. The experience prior to that is also recognised. This is known as RPL. This prior experience needs to be full time, permanent. You have to prove that as well. Normally training period is not counted.

As you havent apply VISA yet, the rules that exists when you lodge the application will be considered when evaluating your application. I.e. the new rules will apply.
You dont need to apply for ACS again. Even with the new rules, you will need ACS.

1. I have 6 yrs full-time exp with 2 yrs in current company, and rest in my prev 2 companies. Now it is almost impossible for me to get a service letter in ACS format from my previous employers as they are least interested to provide. Is there any alternative to that? I have the reliving letter, experience letter and all in company Letterhead, but those are not elaborate in describing my job-profile. Please guide us with the type of documents that are required to prove my work ex.

2. Is there any alternate method to pay other than credit-card while applying for visa? Total required amount exceeds my CC credit-limit. :-)


Please help me with these.

Hi Debdeep,
1. If it is possible try to attach your experience as an appendix to the current letters you have from previous employers and get it signed from a authorised person. If that is also not going to work, write the letter yourself and attach a "statutory declaration". Anyway if you want to be 100%, drop a mail to ACS, I hope they will reply :)

2. Go to https://www.acs.org.au/become-a-member/join-now/application
I am pretty much sure you can pay using a "bank draft" as well. May be you ca try to talk to your bank and tell them to increase the limit just for couple of months, untill ACS payment is processed.

I planning to apply for ACS, I am 35 years old and running my own small IT company and having experience of 9+ years in programming. I dropped my studies long back in year 2000 and recently I completed my Bachelor of Computer Applications from IGNOU (distance learning) with First class. now can I apply for ACS is IGNOU degree Valid? please reply soon
